for information. It also makes the case for a fiber upgrade. The
older copper wires are more difficult to fix since crews must splice
each of hundreds of the copper cables individually using special
equipment. “It's painstaking,” Hoey said. “Within a cable there are
individuals lines that have to be repaired one at a time and spliced
together, which is why it takes time.”
